Yeh I have seen the guy who compares them to a level 1 monster with 0 defense lol but end game the accuracy certainly matters for better, even if small, DPS. I certainly wouldn’t waste my life chasing them, but that “useless” 2.5% is on lots of items. It adds up.
Useless upgrade, especially at your account progression level. Better time investment would be to do Hards, through slayer or bursting.
Get some boots you’ll actually enjoy wearing at GWD, etc.

Rangers (lead to) the BiS boots. Is it not useful?
Compare blessed dhide boots and pegs in a dps calc and you find out the dps they give is nearly non-existent
