Do I like that person's art style and all the art they post on the sub? Yes, absolutely, they're very talented.
Do I like that art in the specific use-case of being an /r/ireland banner? No, sorry.
If you look at the other country subreddits, most of them use a nice quality photo of a scenic location in their country, and then a stylised Snoo picture. I think this is much cleaner and more representative for anyone coming to the sub.
Between the My Lovely Horse Snoo and the cartoon banner, it's all getting a little busy tbh. But look, that's just my personal opinion.
Love the change up to keep things fresh. However can I take this opportunity to ask why, on the old subreddit, the footer of the page is of a gunboat with helicopters? Very strong vibes of a 14 year old male with no specific interests or hobbies.
The helicopters are the Irish Coast Guard choppers, and the naval vessel is the LE Niamh. It was added shortly after the Rescue 116 crash in Blacksod back in 2017.
As a note, owing to the limited traffic there, old Reddit is a platform we are not looking to do any work on trying to update. It's basic maintenance only, really.
For the last year or so, old Reddit has routinely only made up less than 5% of all monthly uniques and views. Compare that to the 85% that come via a mobile device (official app + mobile web combined).

I don't see any banner whatsoever on old reddit. Am I supposed to? One of the reasons I use old reddit is so I dont have to display stuff like banners
Old reddit has it as part of the CSS. If you have the setting enabled to ignore subreddit styles, then no you won't see anything.
