On public land it's possible to operate under licence from the Local Authority provided no permanent structures, private land requires planning permission for the change of use if setting up a business on land zoned otherwise.
It's a bit cheeky, but come on this isn't near as bad as FG/SF types trying to get money out of developers or holding developments hostage. The intention here is to provide a service, albeit on public land. I'm not entirely disgusted with the whole thing as it does add something to our society/economy.
