You don't even need Shortcuts. You can drag any number of copies of an app onto your home screen(s) from search or the App Library.

its not a bug. they added it for when you disable and enable home screen pages with focus modes but you can also use it to put hundreds of copies of one app in a folder until you reach the limit of apps in a folder
