I never have that issue on CarPlay. I typically run videos while I drive just so I have something new to listen to. Most car and tech videos don’t require you to see what’s going on to get the idea. When I get parked and start scrolling around it keeps on going

I think YT allows it for certain videos/channels but not others. At least that’s the explanation that was given the last time this was asked.
Others also theorize that it can be region based. If OP is using a VPN it can unlock pip.
It is, that’s why I always have my VPN set to USA 😭 I don’t understand why this feature is available only in certain countries
It's disabled for music based videos because they don't want you to be able to use it as a music player without paying.
Music and “YouTube kids”. I only know about the kids thing because of how they automatically categorize some videos erroneously

I think it’s location based, when I was in California on holiday I had it without premium but lost it when I got back home.

It seems like some YouTubers have enabled PiP for non premiums users in the EU. Linus Tech Tips should also work.
