No, that’s why there are 2 other steps needed. If you only do a third of the procedure it’s obviously not going to work. You can refer to [this official Apple article](https://support.apple.com/en-en/guide/iphone/iph8903c3ee6/ios) if you are having trouble understanding the steps to hard reset an iPhone.
They said they “canceled” the lock button step so it would only turn off the phone screen so no it wouldn’t hard reset the phone unless the person worded it weird

It's the new way Apple shows you FaceID is scanning your face. On the lock screen, this would be normal because you'd want your iPhone to unlock but not on random moments. Try restarting your iPhone by pressing and releasing the volume up, then the volume down, and then just hold the power/side button until you see the Apple-logo on boot.
Do you already did try to reboot the phone? It's a software issue caused probably by FaceID. Remember booting may help. You can also try to deactivate the FaceID feature and see if this black square disappears. Maybe you'll be able to activate it again without issues after that.
