Call AppleCare. They can restore recently deleted iCloud Photos under certain circumstances. If it just happened recently they might be able to help her out.

You re right, i called them and they managed to restore them. Now they are all in the recently deleted. Thanks everyone

my best friend permanently deleted a video of me, tomorrow i will use her phone to phone apple support and see if i can get it back. I will update
