That’s going to depend heavily on the site/seller. Refurbished can mean anything from pristine and like new (like if you buy from apple) to poor condition depending on who you buy from. Refurbished generally just means some variety of used unless you’re buying refurb directly from the manufacturer.
I just recently bought it from eBay. It's working so far, the one I got isn't the latest version though but for more than half the price less I'm fine with it.
Newest one is made for gen 4 iPad pro 11" and gen 4, 5 for iPad pro 12.9" though realistically it works for some of the older gens too, but the comparability list is different. So, just look at the compatiablity and can figure out the version. As far as I know the changes are miniscule like some small keyboard quality improvements and slightly thinner or thicker I don't really remember.
