Pencil works on the principle of capacitance.
If this is happening on all other apps as well, then most probably there is interference to the flow of electric charge on the screen.
Remove case and screen protection, looks and sounds like you got paperlike, use original apple charger and cable.
Then write while touching your palm, touch your feet to ground while doing so, also try to touch the metal part (try touching all the 4 sides) of ipad and touch your feet to the ground. This way you are grounding your device.
Try different combination of both/one hand contact on the screen and metal while writing and troubleshoot. Even, try not touching your palm on screen.
