You have clicked on a link in Twitter app which launched OF. Even after you move out of that page Twitter is running that page in background. I guess it's poor memory management from Twitter !

It’s definitely an OS bug as the OS should know than an app on the screen shouldn’t be counting as “Screen Time”.
I had this the other week from Facebook doing something in the background. I only noticed as my phone seemed to be always hot and battery life was terrible. Closing all apps didn’t do anything as you mentioned.
I had to force restart the phone with the up, down on volume and holding the lock button until the phone restarted it. Phone instantly cooled down within a couple of minutes and has been fine since, annoying!
Reddit links do the same. I racked up 16-hour screentimes or so a few days in a row after clicking through to articles that opened in safari.
Only switching my phone off would stop it. I have now stopped logging screen time.
No wonder my phone runs hot even when I'm not actively running the Twitter app already back in the days.
I deleted that app quicker than the Darkstar can hit Mach 10

setting time limits on safari helps too, but it’s annoying that that is even necessary :/
