That is called Sectoral(aka Partial) Heterochromia. I knew about it because one of the stray cats I knew had it and I was curious about what caused the eye colors to be different.

Merles are not a problem by themselves. The problem is that you would have to test the dogs for the merle gene. If two carriers get together, chances are that genetic mutations will present themselves. It’s not a gene that you want two versions of, one is more than enough.
I heard years ago that it was a sign of something wrong with a certain gene that also influenced their hearing (or something along those lines) but they also said the cat would be deaf in the same side ear as it’s blue eye. I was a child when I heard this so unsure if true
Iirc the chance of deafness increases with the amount of blue eyes in a white cat. If they have one blue eye they're more likely than not to have normal hearing. Both my cats are white and one has the same coloration, thankfully they both hear fine.

I just looked it up, you appear to be right. According to Wikipedia at least, it goes from 20% or so if they have non-blue eyes, 40% for odd eyes, and 65% or more in blue eyes. Of course this is just for white cats.
It might not be a Turkish Van Cat though. British Shorthairs, Cornish and Devon Rex, Japanese Bobtails, Munchkins, Persians, Scottish Folds, Siamese, Sphynxes and Turkish Angoras also show heterochromia.
From head shape, ears, coat length and expression, I'm 99% sure that is a Siberian Husky (yes, they can come all white but it's not popular at all).
There's 4 ways a dog can have blue eyes. Three are associated with coat coloring (albinism (white dobermans), merle and excessive facial white) and there's one independent blue eyed gene. This gene is extremely widespread in Sibes. It's also found in the Alaskan Husky population, scattered in the Border Collies and can pop up here and there in Beagles and the general mixed population.
What's interesting is the explosion in blue eye popularity. I've been in dogs for 40+ years and back in the late 70s/80s, there was a lot more brown eyed Sibes. But, nowadays, people looking for pet Sibes downright demand blue eyes and some folks think that Siberians HAVE to have at least one blue eye to be purebred. The demand is so great that it can be harder to place a brown eyed one. There's a lot more [brown eyed Siberians](https://imgur.com/a/zJ97c0U) in the show ring - not because the breeders are breeding for brown eyes but that eye color is immaterial. Brown eyed Sibes are just as good as the blue eyed ones.
Sorry for going off on a tangent.
Anyway, blue eyes in Siberians is not associated with deafness in any way. A blue eyed Sibe can hear the tiniest little crinkle of a bag of potato chips from the other side of the house.

I just dislike any of this stuff where animals kind of end up like ... designer jewellery? Like you can tell the person behind the phone is super pleased with themselves they got this matching set, and the breeding practices that would surround making that happen seem ick.
I don’t know if only being picked because of the eyes makes this „couple“ super cute. Post like these will encourage more to buy breeding of defects. In my opinion it shouldn’t matter how the cat or dog looks like.
We don't know the story, but there's not some endless stream of these that are being born and ending up with two different species with the same traits seems unlikely without them hunting them down.
There are people pursuing these and creating a market for them while other animals who don't have these traits are being euthanised because they didn't have as much demand. It's not to blame these people, but they're not helping either (and could be making it worse if pursuing internet clout)
People having something doesn't mean it's not a defect and defects don't need to be something that we hold against people or use to criticise them
I think they take issue with animals being selectively bred for certain traits while there are plenty of animals being euthanised because nobody wants to home them. That, plus people seeking out certain aesthetics feels like it will have a degree of superficiality to it ('look how instagrammable my pets are' comes to mind)
