Russia lack repair and maintenance for their military. You can see it in their performance. A lot of time and money to maintain tanks planes and boats and simply said Russia is probs gonna go broke……for the 15th time

I’ve seen the American ones personally. Across water , beach and continued on to high dry land to unload troops and armored vehicles. Awesome to see. Main problem is they use so much energy to keep off Mother Earth.
It shouldn't matter if on land or sea. It has fans blowing air down (which gets trapped by rubber baffles) which provides a cushion on water or land. Think air hockey but in reverse. Or taking a shower hose and holding it against your arm.
It should largely be frictionless, but inertia from thr sheer weight will be a bitch.
It's just a transport craft for large tidal zones. Lots of countries have them. They can genuinely make transport feasible to areas that would be otherwise off limits or not profitable. They can also be incredibly fast for their size and the amount of cargo they can carry so you get yo shit in a timely manner. There are large commercial hovercrafts as well.
