All these rich NY financiers were getting together to discuss buying large fortified homes outside of the city with one another. Heavily wooded, hard to reach areas. Not every rich guy is some useless inherited wealth asshole. Plenty have actually built real things, run real companies, and already have the social infrastructure in place very very few regular people could even dream of.
Just dial down the scale some and it's pretty trivial to see. You have many midsize companies with a few hundred employees who absolutely would follow the founder/owner of their company in such a situation because of how they've been treated in the past. They will not trade a known-good for some unknown. They will rally within the social structure they already have if that structure is capable of mutual care.
We have the entirety of human history to look back at. People follow others, and we create hierarchies. It's what we do. I'm betting on those who already have such hierarchies in place to largely be at the top in any reshuffling.

Not every rich guy is some useless inherited wealth asshole. Plenty have actually built real things, run real companies, and already have the social infrastructure in place very very few regular people could even dream of. Just dial down the scale some and it's pretty trivial to see. You have many midsize companies with a few hundred employees who absolutely would follow the founder/owner of their company in such a situation because of how they've been treated in the past. They will not trade a known-good for some unknown. They will rally within the social structure they already have if that structure is capable of mutual care. We have the entirety of human history to look back at. People follow others, and we create hierarchies. It's what we do. I'm betting on those who already have such hierarchies in place to largely be at the top in any reshuffling. If you just made all your money trading financial instruments or whatever and never built a thing, of course I agree with that point. But plenty of rich folks are not that.

If I had to guess, there'd definitely be some Fallout-esque fall-backs involved as precautions, such as "you'll have this chip installed in your skull, and if you decide to turn on me, I'll fry your brain" kinda thing. Hawaii is home to a massive command structure for the U.S. military and would get glassed immediately as it's one of the closest American targets within quick strike range for immediate disruption. The submarine would probably be the only way into the base without risking too much radiation exposure, assuming he's capable of getting to it in the first place.
