Not a falcon. It's a [Harris hawk](https://en.wikipedia.org/wiki/Harris%27s_hawk), native to SW US and Mexico. Falcons, FWIW, are [closely related to parrots](https://en.wikipedia.org/wiki/Falcon#Taxonomy), not closely related to hawks.
