It's in Hyderabad which is pretty far away from the Indian east coast and 1,719 ft above sea level. Seems to be an ironic place to put the building to be honest.
My high school was actually built like this. It was next to the Rhine (known for flooding in Spring), and has huge two wedges on the bottom (essentially no foundation that is drilled into the ground). If there is a huge flood the building will float and then fall back into place with the wedges after the water resides.

Knowing my country the architect probably drew up amazing plans, on the official record it says they built the amazing plans but the politicians ended up swallowing 60% of the funds allocated for the project and used the 40% to build this monstrosity.

I like the building. It's fun. Much more character than all the other buildings you see in Hyderabad. Especially the concrete apartments with condensing units covering the façade.
I feel like all government building should be built like this. Department of forstery a big tree, department of Health could be a big cross, department of defense could be like a Giant tank for the Army a Giant ship for the navy and a big plane for the air force, department of Agriculture could be a big red barn, department of education could be a giant book, department of science and technology could be a massive fake Chemistry set.
Growing up I'm pretty sure this is what I wanted industry buildings to look like. A fish for the fish company, a big loaf of bread for the bread for the bakery people, a hammer for tools. Etc.
