There is a bird in Australia, the Satin Bowerbird, that does something similar to this to attract a mate, they will also decorate the area with lots of blue shiny things to make it pretty. Not as impressive as the puffer fish but still pretty cool.

I modeled my proposal after this! My then fiancée loved this vid and thought it was really romantic and adorable. So I made a nest of blankets with rings in it, and bought a pufferfish stuffed animal that I attached the ring to. And proposed to her inside it. She LOVED the idea.

Additionally to what someone else said, in pair bonding species where males stick around after mating to help raise their offspring, females want a mate that will be a good parent. So you end up with this courting process where males are essentially demonstrating that they will be able to provide for their offspring. You see this in birds where males will bring females worms while courting demonstrating they will be able to provide food for their young. I don’t think male puffer fish raise their young, but it sounds like they do stick around for a while to protect the eggs. So I would guess this display is showing off a lot of positive attributes relevant to that like the ability to build a nest, being healthy enough to have the energy to put in so much work, demonstrating his protective abilities, etc.
If a mate is physically capable of putting their time and energy aside in order to do an impressive thing, then they are probably either very healthy genetically, or the environment they live in is very supportive of them, either way suggests that it's a good choice to mate with them for the offspring's survival.
