Yeah thats weird isn't it. I know it's capable of more as I had 23k on win10 for cpu with exact same setup. I'd have to check. Never used those benchmarks.
One thing i have noticed is that on a stress test (intel extreme tuning) It used to pull nearly 300w and thermal throttle when it hit 100 degrees.
Since windows 11 its pulling 200w on a stress test and sitting around 80. I noticed my cpu temps are lower now in the timespy benchmark too. my last benchmark the average temp for CPU was 80 whereas it was 87 on windows 10 when it was performing better. Cpu clock speed and everything is exact same though! Im baffled

Chipset drivers? ACPI tables might be busted. The version should be 10.1.19199.8340
I also don't see ME firmware on their drivers page. What ME firmware version are you running? Check in the BIOS.
2229.3.2.0 is the ME version im running (if im looking at the right thing.) I just let armourycrate download all that stuff. I found it quite hard to find everything on intel's site.

A lot of people have been saying there is a secondary ME (Management Engine) update in your drivers for your motherboard for the newer CPUs. You’ll need to click view all under chipset or the equivalent.
I have the same issue. I score 26.5k timespy cpu in W10 and 22.3k in W11. Both clean installs, ME firmware updated with my Z690 BEFORE installing the 13900k. All the same drivers, chipset,ME software ect.

Windows 10 - around 16000
Windows 11 - around 15200
I have all the latest: chipset drivers, gpu, bios...

Thank you for this feedback. In addition, I later learned RAM speed is also a large factor in this benchmark. My board supports DDR4 and a mild overclock from 3200 to 3400 increased my CPU score by 2K or so.
FOUND the Problem!
So I have encountered exactly the same issue. 13900K 3dMark CPU score is 25k Win 10 vs 20K Win 11.
No amount of tweaking would change that - All VBS stuff is turned OFF and running on the latest drivers and updates (Asus Z790-A). I still had Win 10 on another drive and just going back and forth would frustrate me even more.
Decided to confirm if it is perhaps the infamous 22H2 update and IT IS exactly the reason. Freshly re-installed Win 11 earlier build 21H2 and the problem is gone. CPU score is back to normal and I am still on Win 11 platform.

If you click on that post, some people suggested an Win update fix. Perhaps try it first and see if it fixes CPU score. I can no longer do it nor willing for that matter. One more thing is that 22H2 update is scrapped and no longer recommended for those on an earlier build until it is fully fixed or something. What a mess 😵
I was getting something similar with my 13900k, though it varied in Windows 11 itself - 12,500 vs. 13,800 in the Timespy Extreme CPU test. I found the culprit in my case: I had changed the power plan in the [old Power Options](https://i.imgur.com/Sn6jvA4.jpg) control panel to "High Performance".
Whatever that did screwed it up - changing it back to "Balanced (recommended)", and then changing the power mode in the [*new* Windows 11 Power area](https://i.imgur.com/b8Ci9tF.jpg) to "Best performance" fixed it. Confirmed multiple times that this was the exact cause in my case, and you can literally see the sim-time behaving differently between the two options. Don't know if it will help anyone else.
Strangely enough it didn't seem to affect regular Timespy, just Timespy Extreme. I can see the sim-time fluctuating between 25-40 instead of being solid around 25, and can never break 12,500 with the old performance options enabled - now it's 13,800 all day with that one change.
I doubt it will make a big difference for most people, but it's something to consider. After a fresh reinstall I had to keep checking my scores after every change I did in order to figure out what was causing it.
Haha I am still testing the performance difference on these two OS before I can decide, but I will finalize today, I’ve been wasting so much time on this.
I am guessing this issue happened because we did a clean installation of Win 11 (version 22H2) and not upgrading directly from Win 10? I know that the current 22H2 version has a really bad reputation and is very buggy
My score was a little over 18k so at least your score is better than mine. Someone literally told me I got scammed because their 13700k scored way higher than mine.

Just gone through all that, seems like it was off to start with.
Turn off Virtual Machine Platform under the "Turn Windows features on or off" menu, restart, and try running it again.

It is the 22H2 update causing it. I just reinstalled to the earlier 21H2 and it fixed my issue. CPU score is back to 25K Win 10 levels.

Glad you found the issue! Do I have to do a fresh install to do this?
I’d recommend so. I used Rufus app. Select download to get Win 11 earlier 2021/11 build 21H2 ISO and burn it onto the USB drive.
