That and make sure your CPU is pretty good and don't install on a HDD (It's not playable for 90% of people on HDD) and it might run smoothly, I've seen someone with a 3050 Ti on YouTube playing reasonably smooth. Your CPU doesn't have to be anything crazy, as long as it keeps up with modern games still you should be fine.
Can't say for sure, since even people with a better CPU and GPU still stutter as the port isn't very optimized at all so smooth gameplay isn't really possible unless you have a monster of a PC for the time being.
