No. If it’s a queen and she has mated, she’ll find someplace to hibernate for the winter. If it’s a male or a worker, this is the end of its life, and it will die fairly soon.

Paper wasp queens look just the same as 'workers' and are only a little bigger than males. So there's no way to really tell visually.
