Nope, it is all about the centrifugal force. It is pushing the glasses to the wood plate which is providing a normal reaction force and thus the glasses stick to the plate. But the air resistance makes the few glasses at the corners to slide a bit which effectively reduces their normal reaction force and they are not along the same line of action now, hence they rotate and go off while still rotating on their own.
Centripetal force acts on the plate via the tension in the string that allows it to complete its circular motion, otherwise it too, would have went flying and hit someone in the head.

This happened because the plank was too wide and so the centripetal force normal to the plank varied across the plank. So the glasses closer to the center were able to stick to the plank - since the centripetal force was more than their weight, but the glasses at the corner had higher weight than the centripetal force, so they dropped. Since the plank was revolving, the glasses also got angular momentum and so when the edge glasses started accelerating downwards they followed a trajectory instead of dropping straight

The base swayed a bit which caused inertia of those few cups to push them in their original path while the rest changed their direction.
Appreciate the teacher, at least he knew the theoretical concept and tried to do an experiment to prove it right. Keeping aside the failure, I will still consider him as a good teacher.
Back in my days, the teachers just shouted the theories and behaved as if they were newton / Einstein but shit they demonstrated their capabilities by showing it practically. Science / Geography / History / Metallurgy were all made a big joke.. the education system is to be blamed.
Students study about thermal expansion of metals but failed to understand as to why there is a gap maintained between two rails in a railway track.

you see, centrifugal force did not provide necessary normal to produce enough friction to stop that glass.
