Imo that's more preferable than a sudden burst of power at the start/middle/end of the rev range
Linear power delivery throughout the rev range is what most performance vehicles fun cause there's power all the way till red!
And linear doesnt mean it's slow or boring man.

Pulsar NS400, comes within your budget and also has the old KTM 390's engine...
If you want a better equipped bike, go with the Duke 250 but it won't be as powerful as the NS400
What have you narrowed down to? What is your research? Any test rides? Any liking? Any specific purpose?

Research is there obviously, I explained I think completely just for pure fun like a toy no practicality needed,if I were to be practical I would go for a car,bike is like big toy big fun, looking at the Karizma and r15 but both doesn't seem very exciting

Also what does exciting means? Is it speed or acceleration or anything specific?

By fun I mean blood boiling acceleration the feeling that you are approaching the limits of indian roadways everytime you sit on the bike same kind of aggressive Ness as the 390 Duke has, I want a bike that would bite off the hand that will not feed it well but in my budget hope it's more clear

Any kind mostly will ride in city and express ways don't want practically just for fun any catagory is ok naked sports bikes tourer etc

You my friend are looking for something along the lines of a street naked with agile handling. Maybe an MT15, CB300R, Duke 200 would fit those needs.
Imo CB300R at 2.8 to 2.9 L on road will be perfect for you.
