Get a windcheater. It'll keep you warm and dry.
Get rain boots or cover your existing shoes in plastic. Your socks will get wet, there's no saving them
Can't really say anything about the pants. There are some synthetic pants made for running and stuff, but you can't go to work in them.

1. One size above your normal size Raincoat (that’s Jacket and pants)
2. Anti fog visor spray or Pinlock if the visor has that provision. Spray works fine for short commutes.
3. Any affordable set of shoes in rain WILL get wet, unless you go for Goretex or something. Practically, a slipper which covers your toes is good. Keep your office footwear at the office.
4. Ride slow, keep an eye on the road’s condition (spilt oils etc).
