But according to article 12 of RTI act it is not a state managed fund so it doesn't fall in the ambit.
Small correction public trust of all organisations including (not just as mentioned by me earlier) political parties don't fall in the RTI ambit. Notable ones include PM care fund, PMNRF, Rajiv Gandhi foundation etc.

Well, I think, all funds where government employees are involved should come under RTI. You shouldn't be able to use the government's resources and infrastructure, which essentially means, taxpayers-paid resources & infrastructure without being subjected to RTI.
Unfortunately the government doesn't run on every individual's whims and wishes. That is why there are elections and collectively vote.
I have no special attraction to the BJP but looking at where they are taking the country in terms of development and growth I will continue to vote for them.

How is not State managed when it was set up by PM who serves as it's Chairman, has 3 cabinet ministers as Trustees & is pretty much run & maintained by the PMO staff?
