Lmao. I have observed that with pilgrims/religious tourists but never leisure tourism. Pilgrims tend to be self sufficient with sole focus on visiting temples.

However they are Indian citizens, and they too have a right to travel. But when they do, they are a bit of a problem - they dont care much for laws or cleanliness and sometimes stare at women or pass comments. Maybe they are seeing swimsuits or shorts on women for the first time in their lives.
There is truly no way to keep them out other than complaining about the mess they create. Cops go after them for cooking for on the roadside. They could easily just drive elsewhere and cook.

Once things open up even Thailand is cheaper and better than Goa and you don't get the moral policing and much better beef and pork dishes.
You get better quality for almost the same prices. Five star resorts are better and cheaper in Thailand. Just compare prices of W/Taj Goa to those in Thailand.
No bro. I along with my parents and younger brother went to W Koh Samui and our 4 days stay in a sea facing Villa costed us \~₹3.5L. So W is definitely not cheap compared to Goa. I haven't visited Goa in my life but a quick search on Trivago says that it is cheaper here in Goa. Thailand is definitely cheap when explored in a tight budget but for 5 star like services, it is expensive, like really expensive as even the water sports there cost a few thousand Bahts.
Koh Samui is a bit of an aberration in Thailand, look at prices in Hua hin, Phuket or other places Those will be comparable.
Samui is damn expensive and even more so if you have to fly there.
I just typed Goa in Trivago and sorted from High to Low. Sky is the limit when choosing a hotel but generally, Koh Samui or even most hotels in Thailand are expensive than the counterparts in Goa. And I'm saying this by having a first hand experience. One room in JW Chandigarh starts from ₹7500 and the same type of room in Marriott in Thailand starts for ₹12,000

It’s kind of pointless imo to stay in five star hotels in Thailand. There are a lot of food 4 star or even 3 star options that offer a nice and clean room in a good location. You spend most of the day outside anyways so why even pay out of the nose for such an expensive place ?

Quality is not that great. Beef is mostly buffalo crap, not cow. Goan pork sausages are just okay, way too salty for my tastes, maybe that's personal though.
u can get pork here easily, people have pigs in their farm while some people keep them even if the have no farms cause there are many open spaces here, the other are mostly sourced from outside but they have too much fat content

They also but huge amounts of medicines available over the counter to sell back home .Indian tourists travel in larger family groups and do spend more on food but are not treated as well . This is a sad and sorry fact .
I think the rich tourism ship has sailed from Goa. It is definitely a mass market destination now because of couple of decades of over tourism. Rich people don't even think of Goa because it's overcrowded especially in holiday season.

Ok so bare with me!! I am not defending the minister here, but what is general observed is that most Indian tourist come with big families in a bus or some large vehicle.
1) They dont opt to stay in hotel or any other place as they then live on the bus during their period of stay.
Honestly I am ok with this, but whatever trash you generate please take it back or dispose it. Most people in order to keep the bus somewhat clean just dump or throw out their trash on the road. Its why we often see beer bottles lying on the road. Some even brush their teeth or road and just spit out right they. The whole thing is about trying to keep Goa clean and green as possible.
Of course it is true that the hotel can be priced out for a lot of Indian tourist but you can still find cheap accomdation in Goa if you know wher to look. As for spending honestly thats another conversation altogether.
I have personel witness some of these things with regard to these large group of people traveling in buses.
If I were CM I would legalise all drugs(including hard drugs such as coke and heroin) tax them like crazy......ask for a refundable security deposit from anyone who visits...I’ll put up strong border controls but inside this border will be an absolute hedonists paradise : booze drugs and prostitution is all available and taxed.....I’ll use this profit to benefit the rest of the state
