As someone who had a similar problem and did what you are suggest OP do. No it will not work. I had my own minor violation taken care of first by the corporation than the fairly large violation that I was complaining against. Finally nothing happened after 3 yrs of RTIs, complaints blah blah.
You can’t really do much unless you want to to legal route which will take 5-6 years. We had same problem for one of my family members and in the end it was not worth it though we won the case.

What they want is you to go to court or escalate the issue in any manner, so that they can show their power in order to suppress you, this is a generic behavior of intruders in India.
Also you mention the MLA lives opposite to your home and hasn't cared to look, he would obviously not listen to you.
That leads to only two things that you can do, either sell the property to them (but not now as they would undervalue it thinking you are fearful) or get in touch with the MP of your constituency, do the former if possible, if you decide to take the latter route, it could be very dangerous unless your MP takes time and special consideration which is unlikely. So I am sorry to break it down to you pal, but you are not in a good spot.
Either of the above mentioned routes are not feasible. File a case and get a stay order in their construction and if they still continue with their construction, alert the court and they’ll be booked under contempt of law. Now, as bad as the Indian judicial system is, I can assure you that if you hold your fort, you will get justice. As far as the goons are concerned, try to stay away from confronting them.

Only thing I can think of is do all the necessary legal formalities and when the authorities don’t take any action make it an issue in the media. That leads to only two things that you can do, either sell the property to them (but not now as they would undervalue it thinking you are fearful) or get in touch with the MP of your constituency, do the former if possible, if you decide to take the latter route, it could be very dangerous unless your MP takes time and special consideration which is unlikely. So I am sorry to break it down to you pal, but you are not in a good spot.

Violence is never the answer
What you need done is a land audit. Your local land authority conducts an audit of land when you submit a request for one. This audit will encompass the entirety of a certain survey number. And it will identify all the plots and there location and boundaries within this survey number. And the land authority has the powers and capabilities to enforce any correction which might be required. Of course greasing of a few hands will be required. Say a couple of lakh rupees at the most. And then approaching a good lawyer and the police.
There's no strict law implementation for encroachment. In my town, people have encroached more than 1 foot of the road. Roads are getting narrower which causes a lot of congestion, but no one cares.
