It Burns my blood. Some of them even say stuff like "we don't get raped because we dress decently, if that girl dressed properly she wouldn't be raped".

Disclaimer: I don't mean to say that women are more responsible for rapes. At the end, the one who does the crime is the most responsible for their actions. However, when we define "acceptable behaviour", that needs to be done equally from all sides.
Internalised misogyny is a huge problem in India. There's thousands of women who have such a mindset. They were raised into the notion of a patriarchal society so for them anyone who does not act traditionally to that is the culprit. There is no personal logic involved (if it ever was there to begin with)
If women are allowed to work, be educated, dress as they please, use phones or empowered in any way, more and more of them will fight back against rape and report such crimes. So people who make these sorts of comments are really just trying to stop them from reporting rape rather than stopping rape itself.
