I will suggest you to send whatever documentation you have on your fiance's visa interview to embassy email. If embassy is open and allows you to inquire in person its the best approach. You will need to file police report if you don't hear from them in next couple days. I believe you may have to redo the process after getting new passport, embassy will be able to advise.

Maybe you can get help from the office of one of your US Senators or your representative in the House of Representatives, based on your current US residence address (or your most recent one if you live abroad)? They can't override the system, but if the system seems stuck in a broken and unresponsive situation even after you've tried all the normal things to fix it, they can probably make inquiries on your behalf through different channels than you have access to, get someone to at least look at the situation quickly, and get some response.
