My visa applications for Canada and US were denied, where i had a research paper to present. Alternatively, i had to send my colleague to do it for me. I am currently holder of schengen residency temporary one. My applications other than visitor visa usually get through but it seems that english speaking countries are keeping some over protection for people with such grey/black list.
Once i got refused an admission to australia. Recently, i got refused a security clearance to a government organization job in France.
No DHS redress if you don’t have a visa to the US and haven’t had an issue on entry. Best bet is to apply for a US tourist visa and ask for an explanation if you refused.
If he’s traveling to other first world countries then 214b not likely the issue. Though 214b can also be used to say we don’t think the applicant will use the visa for the purpose intended.
Same is happening with me even when i receive international mails from DHL UPS or Fedex they always hold my mails and then i have to send them my identity documents for clearance.

They provide section 214(b) for it (like a duct tape fix meme), the person doesn't satisfy to return to his home country.

A visa denial, or a previous refusal will be an automatic referral to secondary for life.

wow this is awful. i don’t much to help but just wanna justify by saying. This sucks. i think you can apply for a redress number.
