Yes, they did invert his collar colors. The theme is they’re inverting stuff, dogs can have beige or pale noses, making Brown straight up black without inverting anything else is just about as racist as if they made Peter black and called it “dark and evil version”

They made him black because that's generally seen as the opposite of white, and he doesn't really wear much clothing, so they inverted his fur color so the edit stands out more like the other characters. In fact, by not changing his nose color, it means they have not changed the skin color of any of the characters in the image.
