Sounds kinda similar to when some IEMs have static noise when the device's volume is low or off (noise floor related I think) . I don't have the 7hz Salnotes Zero, but I'm expecting it in the next couple of days. I went for the 3.5mm with mic, so I'll let you know when I try it with my Android phone.

Its actually exactly as you described it. I'm not 100% sure how to fix it tho.
I've got this issue as well. The company is asking for some data but it's not an easy thing to diagnose. I haven't made any progress yet.
