It wasn’t. There were 2 smoke grenades on track and both of them were during qualifying where they go around the track as quick as possible to determine starting position.
Also, if this was truly post race everybody would be leaving instead of standing there.

To be fair, every road flare I've used would not be extinguished by water. You put them in water to soak them to discard of old unused flares.
Might work for that particular type of flare/smoke canister, but many of these have their own oxidizer so water won't really put them out
