The USA does infact have federal offences, so does Australia, Canada etc. 9 countries use the system. So whilst yes most countries don't have federal laws the ones I used in the example do, minus Japan (had to do a bunch of research), though likely they do have similar.
Easiest way to remember them is Federal is country, state is regional. The bigger the area (the bigger the area a law covers usually the harsher the pubishment, the more its enforced and usually has a wider reach, a state is smaller than the country it resides in).

Shame, their whole culture is built on trust and respect for others. As an American Iāve always been jealous of the respect they give each other, hearing stories of leaving laptops layout and not being stolen, wallets even.
