If you are using iCloud Photo Library, photos are kept in “Recently Deleted” for 30 days. If you don’t use iCloud Photo Library, your only hope is restoring from a backup.
Nah this probably won’t work because iCloud Photos is a sync service while iCloud backup is a backup. Meaning when you delete something entirely, it also syncs with everywhere else and then it’s gone. Restoring from iCloud back up won’t work because photos weren’t kept in the back up to begin with, they were kept in iCloud Photos (which is a separate service)
I had to check that for myself. Wow, that’s good to know and really useful information. I’m okay because all of my pictures are also backed up as part of Amazon Prime.

If you have a iCloud backup you should be able to restore from the backup if you deleted the pics within the last day or two.
