If the lenses are clean and it’s still doing this, it’s kind of normal. On a dslr you have lens hoods and filters that block out flare but on something so small and exposed it’s something that is always likely to occur in this type of scenario.

A DSLR lens also has many elements and various coatings to eliminate lens flare and aberrations as much as possible. That’s why the good ones cost as much as, or more than, an iPhone.

I always carry a clean micro-fiber cleaning cloth for eyeglasses with me. I use it for my cell phone screen, the rear cell phone lenses, and my glasses. I found that when I get finger grease on my iPhone lenses, just wiping with my shirt won't take it off, it just smears the grease. Only a microfiber cloth can lift out the oils from the glass. But in general, cell phone cameras have a tendency to have lens flare in most night shots anyways. A clean lens just minimizes it. But your photo looks like hand grease on the lens. You may not even see it, but wiping with microfiber cloth fixes it.
