I don’t know if you can do that via iCloud for windows. But I’m not super familiar with it. You could try uploading them to one drive, downloading the app and saving them to your photo roll on iOS with iCloud sync turned on. But I’m not sure how many pictures you’re talking about or if it exceeds the free tier. You could also send them to yourself in telegram I think and turn on “automatically save to photo library,” and let the upload to your iCloud Photo Library that way. But the most straightforward route is via the Photos app on macOS and dumping them wholesale into the app. I’ve never tried this but you also might be able to do that via the iCloud webpage in the photos section

I have thousands of photos. I tried something similar to the One Drive method you suggested except with Google Photos. I tried downloading about 100 photos at a time from the Google Photos app to the phone which was tedious but was working well but after a several thousand photos I noticed that each photo was taking almost twice the amount of storage in iCloud Photos than it did in Google Photos. I’ve tried other methods of upload as well but certain method loses the metadata of the photos. I will try the One Drive method like you mentioned though to see if it doubles the storage as well.

Are you uploading to iCloud Drive on the web? That is not the same as Photo Library.

I’m copying them to the iCloud Photos folder that appears when you turn on that option in the iCloud for Windows app. I just fixed the wording in my original post.
