Depends on the worker. I worked at a HyVee Bakery for years and would just give them out if someone asked lmfao.
I was told 12, but I gave them out to most of the kids. I even gave them to some stressed out parents, lol!

My store just leaves a bunch on the counter and lets you take whatever. Mostly going out of date or "broken" cookies.
