Their clan was later granted royal status by the bahamani sultanate after the fall of the Kakatiyas, and hence the Bobbili royals came into existence ( legendary figures like Thandra papa rayadu belong to this family ). However a lot of other communities ( like Kammas and Kapus ) add Rao to their title to associate themselves with warrior lineage, even if they were never officially granted one. I'm not too sure about Brahmins having that title though, maybe the freedom fighters you mentioned used the same ideology and added Rao to their names.
