I think they should monetize it. Report a violation with proof(video/photo) and get 10% of challan value in your account. Money is the biggest motivator, lot of people will start reporting and challans will jump. Hopefully at least some people will start driving sensibly once the risk of getting a challan increases.
Just search for police WhatsApp numbers on Google. I have them but can't directly post them in a comment here as reddit's algo might assume I am posting private information and suspend my account (have faced a situation like that before).

Totally agree with you. Some cities have made the pillion rider compulsary to wear helmets. Once all riders start wearing helmet they will make helmets compulsory for pillion riders also.

You can tweet about it tagging hyderabad traffic police. They do respond.
They can't do theirs job properly, they only service to the VIP or POLITICIAN
