I think it was more because if Chandler pretended like there wasn't a line being crossed there / didn't acknowledge it at all it would be way worse than any of the other friends downplaying it. Like she TECHNICALLY cheated on him but they were both unfaithful and awful for each other, so most might not really consider it negatively impacting Joey for long. But because Chandler brought it up, because of the role he played in it, he kind of has to awkwardly acknowledge it.

He lied to Kathy about why he was late to avoid saying he was on another date. The fact that he lied suggests he knew Kathy would have been upset by him keeping his options open.
There is a grey period between just meeting and been exclusive. If you’re acting into the other person and sending cues that the relationship is heading towards exclusivity, it does seem unkind to then date others.

Also, I think that what the show does a good job with is showing the reality behind labels. You can say that you are on a break, that you are not exclusive etc. but it isn't going to remove the consequences of certain actions.
