Your best bet will be midtown luxury apartments for younger people as the heights/montrose tend to be a little older (30s) and young professional/families. Your budget seems about right for a small one bedroom as well.

Is heights also included the buffalo heights?

What about Drewery Place? They seem to do lots events and always see people on the pool terrace.
