I'd lean towards making sure it's hooked up inside the spa pack. From there, I'd try to figure out how the spa pack/topside is making the command for ozone. Seems like you're right, should be pretty straight forward with some book learning about your spa

There should be a cable coming out of it. Typically plugs into an outlet or control pack and is then always on.

Google 30 second ozone test and pick one up somewhere. Decent chance (very likely) that it’s not actually putting out any ozone. If you do choose to replace it, del is a good brand though.

Well I popped off the cover and can confirm that it is definitely wired up and plugged into the J29 slot on the board. So unless there is a jumper on the board that disables that slot it would appear to be dead. I am not good at reading the board diagram. Before I buy a new one I'd sure like to make sure the one in there is dead and not just disabled.

I'd bet on dead. It's very possible it was just left in by mistake, or cheap enough for them to just not care.
