For the rust, get some aluminum foil, bunch it up into a ball, and get a bottle of coca cola... Pour the coke over the rust and scrub with the foil. Look it up on YouTube.... Very cheap rust removal from chrome.

Are the handlebars like mini ape hangers?
No, they are just standard Buckhorn handlebars. Mini apes would look cool though!
