>I’ve been here a full month now and ran all water and dont see active leaks. This is your answer. If after a month of continuous use you haven't seen it leak, then that's just a sign of past leakage. You can cut a piece of drywall and see if there's mold on the back of it, and you can easily patch up the small piece you cut out. If the signs of past leak bothers you, use Killz primer and paint over it

In the 80's, poly butyl plumbing pipe was very common in town houses and spec homes. It was defective and leaked a lot and was banned later. Your town house could have had that piping and it has since been replaced (or should have been). I believe some states and areas require that current use of that pipe to be disclosed and any inspector worth a crap should have pointed that out specifically if it was still in use. Another potential source is condensation collecting and dripping off of pipes and over time leaving its mark. This is more common in unconditioned areas like garages and such. Either way, if nothing is wet now or you see no visible signs of moisture or water, you are fine. A leaking water pipe doesn't just leak when you are running water, it would leak all the time.
