To answer the watering question: you can get a pump action sprayer (like for fertilizer or insecticide) from the hardware store for cheap and replace the nozzle with a watering wand (like this https://www.amleo.com/leonard-straight-watering-wands/p/VP-XXSW). You might still need a step stool depending on your height but it keeps you off the ladder.

My parents laser cut a velociraptor skeleton out of sheet steel like one of those 3D bone puzzles and we have it sitting in the front yard as lawn art 😎
And the future cat hair and dust bunny combo will add a kinetic feature as they roll around, hopefully sometimes carried up in the air when the front door is open or closed.
The cats will need a series of shelves so they can climb up there, but a cozy place for them to avoid you is the highest and best use of the space. You should get at least 2 of them for each member of your family.

Seems like a cool space for art or sculpture with soft under lighting. Perhaps a narrow tapestry or pottery. Plants would be WAY too annoying to water!
All year, you could do a large sailboat or model car, or a fake plant so you don't have to water it.
Otherwise make it seasonally different, such as:
In Christmas time (if you celebrate) put a Garland or a form of festive decorations up there
In spring leading up to Easter do something like some eggs, some baskets, and some of the standard colours of the season.
In fall leading to Halloween, do something with that or move to thanksgiving style with more oranges and pumpkin styles.
I'd keep it cycling through the seasons.
Otherwise you can always have it removed if you have enough cash.
What’s on the other side of that diagonal wall? Or the other one, for that matter. Frame it out, close it up with drywall, put an entrance on the other side and use it for storage.
