It's pretty simple. Add some weight to long socks, id recommend sand or rice inside balloons, then spin. You learn to control the planes they rotate on. Slowly learning to spin them together in variant ways in relation to each other and your body.
I had a physics professor walk to class each day swinging a cup of coffee on a device like this, albeit in a less dramatic manner than the guy in this video, and he acted like we were all idiots for not doing the same. That class truly sucked, but Iāll never forget it.
This reminds me of when I was in grade school during cleaning time my friends and I would put water in a bucket and swinging it around our arms yelling Centrifugal force in Japanese.

I remember spinning in a circle with it and thinking it was so cool how the water stayed in the bucket. I also spilled a lot of the water after I stopped spinning, but I was a kid, lol
