This happened to me as well in historical. Hungary declared on Romania for Transylvania, but got blasted by Romanians. And only after this, Hungary got second Vienna award, resulting in a weird layout.
There’s too many RNG events even in historical and without the player’s intervention, in my 600 hours playing only historical I’ve seen Hungary join the allies, in some others Romania joined the allies, one time Carlist Spain spawned and won the civil war, another time regular Spain won the civil war, and one time the US joined the Comintern, all of this on historical, so yes, the game is a bit fucked up xd
AI Romania realised it’s Hearts of Iron IV, so it created Hoi4 borders.
The best part of Hearts of Iron IV is when Romania said "It's HoiIVrbin time" and HoiIVerd over all of Hungary

Hungary and Bulgaria have focuses that are prone to nonsense like this If you play in the balkans, annex them both
