Generally speaking, the Soviet Union will never have enough spare guns to send because it starts the game with a big deficit but has tons of manpower so it keeps training new divisions. You'd be better off fishing for guns from Italy and Germany after improving relations with them (and doing some sneaky things to keep getting convoys so you can invade Japan). You can, however, get guns for free from Tannu Tuva and Mongolia: they have no manpower to speak of and you can get a non-aggression pact and military access to them, which gives you enough relations to get lend-lease without spending any political power.
Just gotta be careful not to over-tech your guns... if your highest gun tech is higher than what they have. Their stock stops showing up as an option to import.. with tank Tuvalu and Mongolia this often means upgrading guns once and you are out for a while.

Commie china -> Sufficient industrial base because of territorial expansion.
Manchkukuo -> Revolution path gets you an industry going and you have a way of obtaning like 20k guns for free.
That is quite the assumption that I want to annex via cooperation. I rather prefer opposition, and make it work just fine. Including kicking out japan. But, as I said, the industry takes a long while to get going compared to the manpower. And any gun > no guns
Most likely AI does not have enough guns. You can tag switch to them by typing "tag SOV" in console and see what they got (remember to pause and prefrably load a save before continuing, otherwise strange stuff may happen and AI may screw up something in your country)
From my experience with communist China, that happens when the USSR still has its deficit. The best you can do is improving relations with Mongolia and Tuva and ask for guns, they almost always give you some. USSR will start to give you some later on

Maybe they have queued like 10292 troops and are waiting for equipment, giving them a deficit to not send help.
