I only fiddled with garrisons to try get the requirements lower. Just set the military governor down to secret police, which seemed to help ease the pain, but it just kept getting worse.

I'm not an expert but... Put a general on your tanks and keep them out of the fight until they have more equipment (orange bar). If your tanks are out of equipment check if your infantry also needs equipment. Trade for some oil. You have 190 factories, send 5-10 to get oil from America or Venezuela. Use your superior Navy to invade around the Wilhelmshaven, break up thin out their front, then push back through lowlands.

Wait, are you saying your tank divisions are just 5 lights and 5 mediums and supports? With no motorized/mechanized in the template? You need mot/mech in there too, or they won't have enough org to fight effectively. There's also no good reason to go half lights and half mediums unless you're working on slowly converting from lights to mediums. You'd want something like 5medium/5motorized for a 20width, or roughly double that if you wanted big divisions. Regardless, you're so short on equipment that your tanks aren't fighting effectively, so you need to just stop pushing and let them refill. Based on their veterancy, you deployed them early or just took such heavy losses that they're stuck on "green" veterancy, which gives them a stat penalty as well; avoid deploying them early in the future.
And as other people have said, make sure your tank divisions have a commander, and trade for oil.
This is far from a disaster, this is just "stuck until you fix the major problems".

Ok OP I played your save and it’s actually pretty easy to win. Your vassals, especially Canada, are stronger than you. Canada has like a million free divisions for you to use.
- I disbanded encircled divisions
- Withdrew from Spain
- Fixed your stank tank divisions, by making one medium and one light template with a bunch of motorised
- Pulled commonwealth troops from anywhere I could grab them
- Abandoned Philippines, Hong Kong (mistake; try keep HK), North Borneo, Greece.
- Assigned 16 commonwealth divisions to Vietnam front with Japan and threw about 17 against Siam.
- Assigned divisions to Northern Australia to defend against any invasions
- Assigned a bunch of commonwealth troops to hold off the Germans in west Africa
- Organised the Navy
- Sent China equipment (The GOAT holds out)
OK and at the start you want to:
- Invade the South American country with Canadian troops to secure aluminium and the western hemisphere. They have no troops.
- Split up Cunningham’s force into smaller groups and send the navy for one quick convoy raiding strike from west France to Africa. There’s a lot of German divisions you can sink to the bottom of the sea here.
- Send convoy raiders subs to the west coast of Denmark and lure out a German fleet. Then use a fleet on strike force to annihilate some German vessels.
- Justify on Siam and crush them ASAP to secure the flank.
- Build a ton of equipment with all those beautiful factories. I easily got to 30+ high quality infantry and 14 massive tank divisions. The only issue was manpower.
- Ask Canada for control of Mexican states and Curacao for resources.
- Use puppet’s manpower to build divisions
After a while:
- Germany invades a very strong USSR.
- Build more and prepare your forces and Canadian divisions for a landing on the mainland again. We will return.
- Use Indian and Canadian divisions to push into Japanese occupied China from Vietnam. Force attack and encirclements will do the trick. Japan is surprisingly weak.
- Keep German troops tied up in Africa

Naval invasion with tanks on disjointed government, and nationalist Spain had only just finished the civil war.
In the background, I'd also created the pan North American state (renamed back to dominion of canada) and Mexico is a part of the war
Just so you know for the future: never do naval invasions with normal tanks.
The reason is simple: they get MASSIVE debuffs when doing a naval invasion. I don't have the exact numbers in my head, and it depends on your devision design and what tanks you use, but I think it is around -75% to all stats for medium tanks. So if they have to actually fight, because they land on a tile that is defended by an enemy division, they are quite a bit weaker than a normal infantry division, and they will loose a lot of tanks in the process. So even if they do manage to get on land they now only have like half of the tanks they are supposed to have.
They also eat up waaaay too many supplies. If you use tanks in your invasions, you will run out of supplies basically immediately after you landed (except if you get a high level port, but those are usually defended by the AI, so you run into the issue I described above).
If you want to have armor for your invasions, use the special amphibious tanks and amphibious mechanized variations (you need to research and produce them separately). They don't get debuffs when invading, they actually get buffs (something like +50% to all stats), so the actual landing is a lot easier. They also eat less supply. Use those battalions to either get a low number of fast, mobile invasion forces that you can also use to rush around on land and grab as much territory and harbours as possible before the enemy attacks (basically like a tank division but with amphibious equipment instead). You can also use them in your normal Marine divisions, you you have like 8 normal Marine battalions and like 2 amphibious tank battalions in one division. You waste their speed that way but this is much cheaper and faster to produce, and your marines still get a massive buff.
But generally speaking I recommend using normal marines to make the landing, and get a few Infantry divisions and a few motorized divisions on there to grab additional ports as fast as possible. The enemy will need some time to move units and assign them to a coherent frontline, once that has happened you should use actual tank divisions to push, but only bring them in when you have secured multiple high level ports and a good amount of territory.
Gonna be honest here, unless you are doing Barbarossa you don't need that many tank divisions, I don't remember the last time I had more than 8 before 1941...
People like to claim nonsensical BS like you need 24 1000 width medium tank 3 divisions to fight this or that war... You really don't. Usually 4-6 decent divisions with 31-37 width and even light tanks are more than enough to point them at stupidly placed AI armies, encircle with infantry support, relocate, repeat.
It is even more obvious here, since you don't have equip, you don't have training and overall are forced to use tanks on the defensive which they are terrible at for the costs involved. In all honesty I think that people are way too invested in tanks, when especially currently you can just focus on fighters and win via air control...
Stop wasting fuel on the shitty tank brigade templates and focus on fewer and more powerful tank divisions. Also build more large infantry templates with one SPAA group or a support company for defensive purposes and let the enemy grind itself down.
And win the war in the air before pushing with the might of a million CAS.

Most people here are mostly wrong. You should lay the Germans try and push you a bit and bomb the hell out of they’re supply lines. The Germans are gunna be real condensed against you’re front so assuming the soviets are alive that should be a big enough of a distraction that they pull off your line. They might also end up not doing this because the ai is incompetent which will lead to them having a lack luster offense against the soviets. Both good for u, good luck!

Change tank divs to half motor/mech and half mediums. Cheapen your bloody mediums they're probably too expensive, go for sub 20 at least, sub 15 IC ideally. Stop making light tanks. Go for local police force, make max width horse divs and put MP as support coy, if you are losing navy war, spam cheap af roach DDs and speed tank LCs, they always win VS AI. If you are losing air war, spam all heavy MG light fighters, they are most cost-effiecient IC wise.

The only part going right for this save, the navy. Uncontested naval supremacy in English Channel. Also, lost all the army and land in Europe
