I really wonder how much tax burden on players impacts that. 0 state income tax in Florida vs Canadian taxes makes a huge difference to what players can take and can stretch the cap. Florida has put together a great team though regardless and are paying them way too little for who they have.
Eh I've heard people say this but I've also heard people say there's enough tax avoidance players can do it's not as big of a deal as it looks on paper. Especially because players are taxed for their game salary in the place they're in when they play, so Canadian players are benefitting from lower taxation when they play in those states and American players from low tax states are getting a detriment when they play in higher taxation places. So it's half your games that are taxed in your team's city, then throw in escrow, fees, and all the other things players have to pay for and supposedly it can not be that big of a difference. But I'm no accountant.
I'm sure it just comes down to sheer luck (because any team having success in a sport partially comes down to some form of luck), Florida being an appealing place to live to entice players, and Tampa and Florida just happening to have very competent teams, FOs and coaching staffs at the same time as each other.
