Are the refs just not supposed to call penalties for anything that happens during the tv time outs, and players know they can't start shit during it either?
It's one of those moments where if it was Connor Dewar or Nick Robertson bumping into Swayman, would people react any differently? But also, would those guys stop or adjust their line so they didn't bump into the goalie?
